Healthy Children?

I recently saw this picture in a local supermarket, and was struck by the dichotomy.

We are in this world bombarded by messages suggesting that we value the lives and welfare of children over pretty much anything else, and yet we can, at the same time, end up with a message where Healthy cereals is not the same thing as Childrens cereals.

However did this happen?
